各省、自治区、直辖市和计划单列市国家税务局，局内各单位：
为贯彻落实《国务院关于创新重点领域投融资机制 鼓励社会投资的指导意见》（国发〔2014〕60号），推广政府和社会资本合作（PPP）模式，规范PPP项目政府采购行为，财政部印发了《政府和社会资本合作项目政府采购管理办法》（财库〔2014〕215号）。现转发给你们，如有PPP项目，请严格按规定执行。
执行中如有问题，请及时与税务总局采购中心联系。
