各省级煤矿安全监察局，有关中央企业，总局直属事业单位：
为大力实施“科技兴安”战略，加快科技创新，调动、引导社会力量参与安全科技实践，推动安全科技“四个一批”工作，有效防范和遏制生产安全重特大事故，国家安全监管总局和国家煤矿安监局对全国煤矿水害防治科技成果和先进技术装备现状进行了梳理，分析了煤矿水害防治技术现状和存在问题，组织编制了《煤矿水害防治科技发展对策（2014）》（请从国家安全监管总局政府网站安全科技栏目下载），现印发给你们，请认真执行。
《煤矿水害防治科技发展对策》实行动态管理。请各单位及时将水害防治技术和装备最新研究成果反馈至国家安全监管总局规划科技司和国家煤矿安监局科技装备司，以便及时更新，更好地指导煤矿水害防治科技工作。
