为推进税务系统“不忘初心、牢记使命”主题教育取得扎扎实实的成效，推动“为民服务解难题”，为纳税人、缴费人提供多元化、便捷化办税渠道，持续优化税收营商环境，规范自助办税终端的管理和使用，国家税务总局制定了《自助办税终端管理办法》和《自助办税终端业务规范（1.0版）》现予印发，自2019年11月1日起施行。
各级税务机关要及时总结好的经验和做法，执行过程中遇到的问题请及时上报至税务总局（纳税服务司）。
