为了加强政府采购活动的监督管理，根据《中华人民共和国政府采购法》和《罚款决定与罚款收缴分离实施办法》（国务院令第235号）等有关规定，财政部近日下发《财政部关于明确政府采购保证金和行政处罚罚款上缴事项的通知》（财库[2011]15号），现转发给你们，请遵照执行。
