海关总署：
为了引导合理消费，调节收入分配，促进节能减排，经国务院批准，对小汽车进口环节消费税进行调整。现将有关事项通知如下：
对我国驻外使领馆工作人员、外国驻华机构及人员、非居民常住人员、政府间协议规定等应税（消费税）进口自用，且完税价格130万元及以上的超豪华小汽车消费税，按照生产（进口）环节税率和零售环节税率（10%）加总计算，由海关代征。具体税目见附件。
本通知自2016年12月1日起执行。
