各省、自治区、直辖市、计划单列市财政厅（局）、国家税务局、发展改革委，新疆生产建设兵团财务局： 经国务院批准，2006年1月1日继续对出口商品代码为3102100010、3102100090、31028000的尿素产品和出口商品代码为3105300010、3105300090、31054000的磷酸氢二铵、磷酸氢一铵化肥产品，不论出口合同是否备案，一律暂停出口退税。具体执行日期，以“出口货物报关单（出口退税专用）”上海关注明的出口日期为准。
