各省、自治区、直辖市、计划单列市财政厅（局）、国家税务局、发展改革委，新疆生产建设兵团财务局： 为了稳定国内化肥市场的供应，经研究，现对《财政部、国家税务总局关于继续停止化肥出口退税的紧急通知》（财税明电〔2004〕4号）中有关问题补充通知如下： 自2005年4月1日起，出口商品代码为：3102100010、3102100090、31028000的尿素产品，和出口商品代码为：3105300010、3105300090、31054000的磷酸氢二铵产品，不论出口合同是否备案，一律暂停出口退税。具体执行日期，以“出口货物报关单（出口退税专用）”上海关注明的出口日期为准。 请遵照执行。
