各省、自治区、直辖市、计划单列市财政厅（局）、国家税务局，财政部驻各省、自治区、直辖市、计划单列市财政监察专员办事处，新疆生产建设兵团财务局： 经研究决定，自2004年12月1日起，对化肥生产企业生产销售的钾肥，由免征增值税改为实行先征后返。具体返还由财政部驻各地财政监察专员办事处按照（94）财预字第55号文件的规定办理。
