    根据国务院、中央军委指示精神，民政部、总后勤部等八部（委、局）日前发出的《关于印发〈移交政府安置的军队离退休干部住房保障改革实施办法〉的通知》（〔2000〕后营字第70号）规定：军队离退休干部住房由国家投资建设，军队和地方共同承担建房任务，其中军队承建部分完工后应逐步移交地方政府管理。     军建离退休干部住房移交地方政府管理是军队离退休干部住房保障和管理方式的调整，是军队住房制度改革的重要措施之一。为配合国务院、中央军委决策的顺利实施，免征军建离退休干部住房及附属用房移交地方政府管理所涉及的契税。
