根据中国人民银行系统单位工作职能的转变，按照房产税、城镇土地使用税的有关规定，现明确：对行使国家行政管理职能的中国人民银行总行（含国家外汇管理局）所属分支机构自用的房产、土地，免征房产税、城镇土地使用税。凡与本规定有抵触的，以本规定为准。
