各省、自治区、直辖市应急管理厅（局），新疆生产建设兵团应急管理局，海油安监办各分部：
近日，有网民在中国政府网留言，反映在申请办理石油天然气企业安全生产许可证时，应急管理部门以不能提供采矿许可证复印件为由不予受理。经研究，现就有关事项进一步明确如下：
依据《非煤矿矿山企业安全生产许可证实施办法》（国家安全监管总局令第20号）、《国家安全监管总局办公厅关于印发非煤矿矿山企业安全生产许可证申请书等10种文书格式的通知》（安监总厅管一〔2009〕183号），陆上采油（气）、海上采油（气）企业申请办理安全生产许可证，需要提交采矿许可证复印件；钻井、物探、测井、录井、井下作业、油建、管道储运、海油工程企业申请办理安全生产许可证，不需提交采矿许可证复印件。
