配套危险化学品生产储存装置安全监管有关问题的复函
安监总厅管四〔2013〕180号
广东省安全生产监督管理局：
你局《关于造纸等工贸企业配套危险化学品生产储存装置安全监管问题的请示》（粤安监〔2013〕242号）收悉。经研究，现函复如下：
一、由于造纸等工贸企业不是危险化学品生产企业，其内部需要配套建设危险化学品生产装置和储存设施的，根据《危险化学品生产企业安全生产许可证实施办法》（国家安全监管总局令第41号）的规定，无需颁发危险化学品安全生产许可证，可不列为危险化学品生产企业进行监管。
二、鉴于其内部配套建设的危险化学品生产装置和储存设施具有高危性，造纸等工贸企业应从规划、设计、建设、使用等环节，严格按照国家有关危险化学品的法律法规、标准规范要求，做好危险化学品安全生产工作；对于涉及重点监管危险化学品、重点监管危险化工工艺和危险化学品重大危险源的生产装置，要完善自动化控制设施，建立健全监控体系，防止事故发生。
