- （十）推进信息共享。医保部门要及时掌握参保人员变动信息，为扩大参保覆盖面和治理重复参保提供数据支撑。各有关部门与医保部门在符合国家数据安全管理和个人信息保护有关规定的前提下，依托各地大数据平台等渠道，及时共享公民出生、死亡和户口登记、迁移、注销等信息，以及医疗救助对象、在校学生、就业人员、企业设立变更注销、基本养老保险、医疗保险等的有关信息。具体共享形式由各地有关部门协商确定。
- （六）大力提升服务能力。推动落实出生医学证明、户口登记、医保参保、社会保障卡申领等“出生一件事”集成化办理，简化手续，优化流程，促进监护人为新生儿在出生当年参保。医保部门和税务部门要丰富参保缴费方式，拓展个人缴费及纳入医保结算的医药费用查询渠道，为参保人员提供线上线下多样化、便捷化的参保缴费等服务。用3年时间逐步统一全国居民医保集中征缴期。发挥商业银行、商业保险机构等网点作用，延伸医保公共服务。健全完善个人信息授权查询和使用机制，助力参保人员在购买商业健康保险等方面获得便捷服务。

- （一）加强大病保险运行的监管。相关部门要各负其责，协同配合，强化服务意识，切实保障参保人权益。人力资源社会保障、卫生计生等部门要建立以保障水平和参保人满意度为核心的考核评价指标体系，加强监督检查和考核评估，督促商业保险机构按合同要求提高服务质量和水平。保险监管部门要加强商业保险机构从业资格审查以及偿付能力、服务质量和市场行为监管，依法查处违法违规行为。财政部门要会同相关部门落实利用城乡居民基本医保基金向商业保险机构购买大病保险的财务列支和会计核算办法，强化基金管理。审计部门要按规定进行严格审计。政府相关部门和商业保险机构要切实加强参保人员个人信息安全保障，防止信息外泄和滥用。
